Inflation
Discussions with policy experts suggest that tackling food inflation is likely to be high on the new dispensation’s agenda as the new Government is aware that the persistence of high food inflation and its increase to 10%+ levels under UPA-II was a central factor for the UPA’s crushing defeat in 2014.
Goods & Service Tax Bill
Given that the new Government enjoys a majority in the Lower House of the parliament, the first priority of the new Government is likely to be to pass the GST Amendment Bill so as to get the process of GST implementation rolling.
Infrastructure: Augmenting coal supply and creating road networks/ industrial corridors. The new government seems likely to focus on augmenting coal supply in the economy and is likely to deliver on the same by: (A) aiming to pass an amendment to the Coal Act to allow non-captive coal mining (as only captive coal block mining is currently allowed by the law); and (B) forcing Coal India to increase coal production
Irrigation reforms instead of MGNREGA
Additionally, the new Government seems likely to cut spending on food subsidies, fertilizer subsidies as well as the UPA-II’s flagship scheme, MGNREGA, and reallocate spending towards capex aimed at creating irrigation-related infrastructure so as to enhance productivity in the farm sector.
